6. HIPAA and Health Information
Breakthrough is a therapist matching platform. We are not a healthcare provider, health plan, or healthcare clearinghouse, and we do not provide medical advice, diagnosis, or treatment. We do not supervise therapists.
Breakthrough does not act as a business associate to healthcare providers, and we do not establish a provider-patient relationship. Any therapeutic relationship is solely between you and your therapist.
As a result, information you submit to Breakthrough is generally not considered protected health information (PHI) under the Health Insurance Portability and Accountability Act (HIPAA) while in our possession.
Once you engage with a therapist, any information shared with that therapist may become protected health information (PHI) and will be governed by the therapist's privacy practices. Therapists operate independently and are responsible for their own compliance with applicable laws, including HIPAA.
We recognize the sensitive nature of the information you provide and apply safeguards consistent with industry standards, including:
- Encryption in transit and at rest
- Access controls
- Contractual protections with service providers
7. Data Security
We implement reasonable safeguards, including:
- Encryption (TLS)
- Access controls
- Internal data handling restrictions
No system is completely secure. We cannot guarantee absolute security.
In the event of a data breach affecting your personal information, we will provide notice as required by applicable law.
8. Your Rights and Choices
Depending on your location, you may have rights to:
- Access your data
- Correct inaccurate data
- Delete your data
- Restrict use of sensitive information
- Opt out of certain data sharing (e.g., advertising)
You may also unsubscribe from non-essential communications.
We do not discriminate against users who exercise their rights.

We may deny or limit requests where we cannot verify your identity or where permitted by law.

Our Services do not currently respond to "Do Not Track" browser signals.
9. Automated Decision-Making
We use algorithmic tools to help identify therapist matches based on your inputs, preferences, and responses.
This process is not fully automated:
- Therapists independently evaluate fit
- No clinical decisions are made by Breakthrough
You may contact us if you have questions about your matches or would like assistance reviewing them.
